My father once explained to me a theory that a Premier or Prime Minister was either a Leader, or a Smart Economic Manager. In his opinion, Whitlam was a Leader while Howard was a Smart Economic Manager.
The challenge of dealing with climate change during a significant economic downturn requires a Premier or Prime Minister who is both. Unfortunately for Victoria, Premier Ted Baillieu has chosen to be neither.

For the past few months I’ve been working solidly on Environment Victoria’s campaign to Stop HRL, a proposed new coal-fired power station in Victoria.
Some of the actions in our campaign have been familiar. Others, like the hand-signed petition of almost 13,000 people calling on the federal government to withdraw their funding of HRL, pushed us to organise better and improve the way we work.

I’m writing this morning from inside one of the many hearing rooms at the Victorian Civil and Administrative Tribunal (VCAT). We’re back in VCAT after an almost three month adjournment in our legal challenge against the EPA’s approval of a new coal-fired power station for Victoria by company HRL.

Regardless of what happens over coming years, 2011 will go down as a major turning point in Australia’s action on climate change.
At a community, policy and political level the campaigns and outcomes delivered this year will have a lasting impact.

Our legal challenge against the proposed new coal-fired power station HRL has been unexpectedly adjourned until next year due to unforeseen health issues of the tribunal Chairman.
Final evidence has been given, and the hearing will resume on 6 February 2012 for closing submissions from all parties.

Day 1 of EV vs EPA
It’s mid afternoon on the first day of our legal challenge against the EPAs approval of the HRL coal-fired power station.
I’m exhausted after the frenzy of the last few months of preparation, but I’m also relieved that we’ve finally got here.
I arrived this morning to a court room full of lawyers and barristers (I think there were 20 in total) and admin staff setting up bookcases in the room to handle all the documents.

I remember clearly the first time I learnt about emission trading schemes – although I didn’t know that’s what it was called at the time. It was the mid 90’s, John Hewson was still a member of the Liberal Party, and my family was spending the night in Parkes on our way to a family holiday in Queensland.
The 7.30 report was on the television and my Dad was engrossed with the conversation, agreeing vocally with what was being discussed. I asked what was going on.

Environment Victoria was back at the Victorian Administrative Appeals Tribunal this afternoon, for the next step in our legal challenge to the EPA’s decision to approve a new coal-fired power station for Victoria.
In a shocking move, HRL Ltd, the company behind the new polluting power station, is making a legal challenge against Environment Victoria’s rights to stand up for our environment in the courts.
