Powering a desalination plant: clean energy or more coal?

The Victorian government propose to build a 150GL desalination plant near Wonthaggi by the end of 2011. The government have promised to use renewable energy to power the plant. If they don't, the desal plant would add 1 million tonnes of greenhouse gas to our atmosphere.
