Environment Victoria’s Submission to the 2025-26 State Budget

Environment Victoria’s submission to the 2025-26 state budget outlines our suggestions to:

  • Expand and extend the Solar Homes Program to close the energy divide.

  • Lift minimum energy standards and cut bills for rental properties.

  • Enable electrification of apartments and strata buildings.

  • Fund rapid electrification for households affected by the Solstice Energy shutdown.

  • Install solar and batteries on schools and other government buildings.

  • Run a statewide public education campaign on electrification and gas.

  • Support community energy groups to deliver local education and advice.

  • Provide free home energy audits and efficiency kits.

  • Accelerate industrial electrification through a heat pump program.

  • Deliver a self-determined First Peoples’ renewable energy strategy.

  • Implement a marine spatial plan for Western Port.

  • Establish a recurring fund to protect Western Port’s long-term health.
