WHEN is a brown coal power station not a brown coal power station? The answer appears to be, when you are struggling to fund the construction of one.

With the headline ''$750 million Dual Gas power plant for Morwell'', the Victorian Government announced on Thursday that the proponent, HRL, had submitted a planning application to advance the project.

Environment Victoria campaigns director Mark Wakeham told The Age that the project was ''shifting like a mirage in the desert''.
