If you own an apartment, you may have tried, and struggled, to lower energy costs through upgrades like solar, electric hot water, or efficient heating and cooling. 

Apartment owners often face extra hurdles that people in houses don’t: complex owners corporation rules, unclear decision-making processes, shared infrastructure, and limited access to rebates designed for standalone homes. 

The Victorian Parliament is currently examining how renewable and affordable energy can work better for apartments – and owners’ real-world experiences are critical to getting the settings right. 

Why your experience matters 

Decision-makers need to understand: 

• The barriers to even attempting clean energy upgrades, including lack of clear information about what’s possible in apartments, how rebates apply, uncertainty about who owns or controls key infrastructure, confusing owners corporation processes, and concerns about cost or complexity 

• Where owners corporations get stuck when trying to install shared solar or electrification 

• How governance and voting rules can block progress, even when there is support within a building 

• What’s worked, what hasn’t, and what would make upgrades easier for apartment owners and owners corporations 

Fixing these barriers doesn’t just help owner-occupiers –  it also benefits renters in mixed buildings, ensuring everyone can share in lower bills and cleaner energy.

What we’re asking 

We’re asking apartment owners to complete a short survey about: 

• what’s stopped clean energy upgrades from even being considered 

• attempts you’ve made to improve energy efficiency in your unit or building 

• barriers you’ve faced through strata or building rules 

• your vision for a modern, all-electric apartment building 

Your responses will be combined (anonymously) and included in Environment Victoria’s formal submission to the inquiry, helping shape reforms reforms that unlock clean energy for apartments across Victoria.
